The government announced the Agnipath scheme, which alters the process of recruitment of sailors, soldiers, and the airmen into three services. Agniveers, the recruits, will be employed for a term of 4 years, out of which 25% of them will be selected for enrollment in regular cadre, while the rest would get a certain amount of money and be shown the allée to get back to their civilian life.
The Agnipath scheme has sparked criticism and protests against it have turned violent in several parts of the country. The positive aspect of the scheme, as has been brought about by the government have been about a younger military age, with the average age going down from 32 to 26. The government is hoping, the expeditious turnover of Agniveers, will attract people who are technologically savvy and competent enough to handle new kinds of modern equipment.
A major factor for the adoption of the scheme, as understated by the military and the government, is the fact that at some stage, Agnipath is going to truncate the salary and pension budgets. The short tenure of the scheme with only six months of training, could have an impact on navy and the air- force, given that they are highly technologically- intensive. It requires a considerable amount of time- at least 30 years-, toil and moil for people to be trusted to work on a system in their own individual capacity. For 30 years one is under the apprenticeship of a senior. At the ripe time of 4 years, when they are prepared to be exploited to their full potential, 75% of the people are asked to leave. A humongous amount of money, wisdom and effort is leaving out the system. This needs to be catered for.
The terms and conditions stating Agniveers to form distinct ranks and sport distinctive insignia on their uniform during the period of training, is against the close camaraderie. Unit cohesion is a sin qua non, which comes in with a sense of purpose. By wearing a uniform, whether in a school or a college, all economic and societal disparities are removed. Here the unique insignia abases the factor of unit cohesion.
A colossal change has been brought about in the recruitment process. Army and the Air Force have announced their recruitment plans, with the navy expected to follow suit. Status quo, the protests continue in an unabated way. A clearer picture would emerge as the recruitment process gets underway.
